Implement support for https boot for dispatch - to facilitate use of CRBs

As a user, I'd like the ability to run dispatch (and sev-certify) on CRBs - which use secure http (https) boot. CRBs do NOT support regular http boot. The benefit here is that we can leverage the existing hardware landscape to run sev-certify.
