The bug is in GetLatestDatasetVersionByTag at DatasetManager.cs:1717. When called with isPublic=false, the filter v.Tag.Final.Equals(isPublic) only finds non-final (unpublished) tags. But a released tag has Final=true, so it returns null.

The bug: v.Tag.Final.Equals(isPublic) with isPublic=false filtered for tags where Final == false (unpublished only). A released tag has Final == true, so it was never found.

The fix: when isPublic=true, only show final (published) tags. When isPublic=false (internal access), show all tags regardless of final status.
