Estimate fee twice times when a user call transfer

The fee would taken twice times if a user transfers tokens. I checked the code of TRC25.sol in your other repository but not similar to this guide. So I thought that you were wrong guideline but not wrong in the TRC25 code.

Recommendation

Remove the one and remain one
