Allow the addition of more than 4 reference lines

Annotations (esp with rotational data) can be numerous and a few reference lines sometimes isn't enough. Currently plotter supports up to 4 reference lines (see screenshot) so we should turn this tab into a scrollable panel if 4 or more lines are included.
