Error code -201 (Connection cannot be established with the instrument) Biologic Potentiostat

Hi,
I have followed all instructions to connect to the Biologic potentiostat (VSP3e) I am using. I get the -201 error with both USB and direct Ethernet connection when I try connect(). Any clue why I am unable to establish connection with the potentiostat? I am using a Jupyter notebook with Python 3.11 on Windows 11 to test connection before I can attempt to control it with a technique.
