feat: Add CSS variable-based dark mode logic

Implement comprehensive dark mode support using CSS variables that
respond to Quarto's theme toggle. Update 6 weather components with
automatic light/dark theme switching for backgrounds, text, and borders.

- Add theme-styles CSS injection to all weather components
- Replace JS hover handlers with CSS pseudo-classes
- Minor styling improvements to QR code scanner components
