Junit tests

Generic issue regarding unit tests. Some problems include:
o Currently, BEAUti tests still rely on uncorrelated relaxed clock and StarBeast templates, which need to be fixed.
o Continuous integration testing is switched off.
o Many packages remain untested in BEAUti.
