Add Service Sort and Filters for Services List

Filter should be collapsible

Filters should be above the list of services and below the Title "Service Directory"

Three filters for now. Will be enabled afterwards:

1. Department (dropdown)
2. Transaction Type (Apply, Renew, Register, Pay, Notify, Request, Other)
3. Season (Fall, Winter, Spring, Summer)
4. Keyword Search (searches Title of service)
