research: correct verified license-text errors in comparison corpus #20

Description

@zackees

Preliminary adversarial-audit finding for attorney review. This issue corrects research records; it does not decide enforceability or authorize a change to LICENSE.

Context

The normalized license comparison contains four verified operative-text errors:

  • RPL-1.5: AUTH-0018 and PR-0002 describe at-deployment timing, a first-notice cure rule, incorrect section references, and California/San Francisco. Official RPL-1.5 section 6.1 allows source publication within one month after deployment; section 12.1 provides a 30-day awareness-based cure; section 12.2 addresses patent action; and section 13.8 selects Colorado/Adams County with AAA arbitration.
  • OSL-3.0: AUTH-0017 and PR-0002 say no forum/law clause is stated. Official section 11 conditionally selects the courts and law where the Licensor resides or primarily does business.
  • CERN-OHL-S-2.0: AUTH-0139 and PR-0002 say no general cure/reinstatement is stated. Sections 8.4-8.5 provide immediate termination, reinstatement after cessation unless a 30-day notice cure is missed, and permanent termination for specified repeat breach.
  • MPL-2.0: PR-0011 attributes cure/reinstatement to section 8 and describes the mechanism imprecisely. The operative mechanism is section 5.1: automatic termination followed by provisional/ongoing reinstatement rules. Section 8 addresses litigation/forum/law.

These fields are designed for direct AI comparison, so a wrong section, cure rule, or forum is materially unsafe even when the surrounding memo remains cautious.

Proposal

Correct the four authority/matter pairs against their official texts, then search the corpus for dependent repetitions. Preserve the difference between operative license text and any opinion about enforceability.

Acceptance criteria

  • AUTH-0018 and PR-0002 accurately state RPL-1.5 sections 6.1, 12.1, 12.2, and 13.8; no stale California/San Francisco or at-deployment-only statement remains.
  • AUTH-0017 and PR-0002 accurately state OSL-3.0 section 11 without inventing a fixed jurisdiction.
  • AUTH-0139 and PR-0002 accurately state CERN-OHL-S-2.0 sections 8.4-8.5 while retaining the open-hardware scope warning.
  • PR-0011 and AUTH-0013 consistently identify MPL-2.0 section 5.1 and automatic termination plus reinstatement mechanics; no cure reference points to section 8.
  • A corpus-wide search confirms dependent matrix, memo, and proposition-map statements are consistent.
  • Direct official-text links and exact section pinpoints support every corrected field.
  • All results remain legal_review: pending.

Decisions

  • Confirmed defect, P1 research correction. These are text/source mismatches, not disputed legal predictions.
  • One child issue for four licenses. The root cause and remediation are the same normalized-matrix verification failure.
  • No LICENSE edit. This work corrects the research corpus only.

Open questions

  • Should the matrix distinguish cessation-based reinstatement from notice-based cure as separate normalized fields?
  • Should CAL-1.0 and other thin cure cells receive a follow-on completeness audit after these confirmed errors are fixed?
