Unable to add Custom Pub Dependency — Failed to add the library. Missing or insufficient permissions

• I give permission for members of the FlutterFlow team to access and test my project for the sole purpose of investigating this issue.

Current Behavior

I'm unable to add a new Custom Pub Dependency to my project. When I go to App Settings → Project Dependencies → Custom Pub Dependencies, there is no "Add Dependency" button visible on the page at all. I also tried adding the same package (flutter_image_compress) via the FlutterFlow Libraries tab, which gave me this error:

"Failed to add the library. Missing or insufficient permissions."

Expected Behavior

Package needed: flutter_image_compress: ^2.3.0

Steps to Reproduce

Confirmed my account is Owner on this project (via App Settings → Collaboration)
Switched between tabs (Custom Pub Dependencies ↔ FlutterFlow Pub Dependencies) to force a refresh
Set browser zoom to 100% and widened the browser window
Tried in an incognito window
None of these resolved the issue. I also worked around it temporarily by editing pubspec.yaml directly in the Local Run downloaded code, but that edit gets wiped out on the next Local Run sync, so I need this added properly through FlutterFlow's system.

Additional Information

Cannot publish ap without this function. The scan buttons are a critical differentiator to other products in the marketplace.
