chore(verify): trim TechAPI — verification now lives in TechEngine

Removes app/verify/, tests/verify/, and the verify-network/verify-status workflows
(migrated to TechEngine, which now owns the verification automation and runs it
against a TechAPI checkout). TechAPI keeps only the thin relays (verify-command,
verify-report) and the data artifacts (data/_verify/). Avoids duplicate scheduled
promotion/status runs across both repos. Refs #1
