Description

Sybil attacks are a major risk for the emergency system. We need a new Noir circuit that verifies a user's uniqueness (e.g., via Worldcoin or a similar nullifier schema) without revealing identity.

Acceptance Criteria

• New Noir circuit humanity.nr created
• Circuit verifies external identity provider signature
• Generates nullifier to prevent double-registration
