chore: remove redundant documentation, complete Gold IQS compliance
Delete ~28,500 lines of documentation superseded by the home-assistant-dev
plugin (resources/, docs/, agents, Copilot configs, SDD, reference guide).
Keep only IQS-required docs (README, USAGE) and repo management files.
Also completes Gold tier: entity-disabled-by-default on PresetStatusSensor,
quality_scale.yaml rewritten with all 52 official IQS rules, and missing
docs sections added to USAGE.md and README.md.
