Add shortcut key to terminal to open Liberty welcome page directly when running Liberty in dev mode

The original IDEA that prompted this epic to be created was opened by Laura and asked whether we could create a shortcut key that allowed our Liberty Tools plugin to have a shortcut to open the he welcome page ( http://localhost:9080/). After discussion with the team it was determined that instead of creating a shortcut key for this action, we would provide a hotlink URL that users could click to be able to access this.

The shortcut keys we currently support all support actions within the scope of the Console Terminal . We do not have any shortcut keys that enact actions that go beyond the console, which this would be (opening a browser page). It was determined that this is not a use case a shortcut key in our IDE plugin should support, but it was agreed that action could be taken to help make this easier for users to access/get to. Hence, a URL which would automatically be converted to a click-able hyperlink thanks to IDE functionality would be a suitable solution.

After further discussions, we decided that we just need to add a clickable server URL into port info console message

The shortcut keys we currently support all support actions within the scope of the IDE.

Please reword this. There is no IDE for the plugins. Explain how this helps for the standalone plugin use case. Then if you want to also explain what happens when using the plugins through Liberty Tools, be explicit about that use case.

@cherylking identified that the welcome page can be disabled in which case this URL would not work. See doc here.

Per current design, we will still show the URL, despite the welcome page status is enabled to disabled.

Extracting enableWelcomePage logic from server.xml will include parsing server.xml for all locations and included locations similar to variable processing, which might not be required here.

Should we bring in the extraction logic( this would require changes in ci.maven and ci.gradle to parse the enableWelcomePage value) ?

The other question is what should be the message in console for welcome page?
