Add shortcut key to terminal to open Liberty welcome page directly when running Liberty in dev mode #528

The original IDEA that prompted this epic to be created was opened by Laura and asked whether we could create a shortcut key that allowed our Liberty Tools plugin to have a shortcut to open the he welcome page ( http://localhost:9080/). After discussion with the team it was determined that instead of creating a shortcut key for this action, we would provide a hotlink URL that users could click to be able to access this.

The shortcut keys we currently support all support actions within the scope of the Console Terminal . We do not have any shortcut keys that enact actions that go beyond the console, which this would be (opening a browser page). It was determined that this is not a use case a shortcut key in our IDE plugin should support, but it was agreed that action could be taken to help make this easier for users to access/get to. Hence, a URL which would automatically be converted to a click-able hyperlink thanks to IDE functionality would be a suitable solution.
