[com4]: adapt skipping a simulation if already existing

If a simulation is not finished (raised error), but the res_ folder is created, another simulation (with the same configuration) is not run (because the res_ folder exists although it's empty).
It would be better, if we check if the res_ folder is not empty and stop then the simulation.
