After having a task fail due to walltime expiration, and slots went to 0 due to jobs ending, parsl requested additional blocks as expected. However, it did not fill those blocks with tasks. After two minutes the slots went to 0 again (I assume from executor idleness?). Subsequently additional blocks were requested every 5 seconds until sending SIGINT to my parsl script.
