Summary

PR #255 closed #254 with sixteen packages and declared four source boundaries (OBR horizon, Wales journeys only, Ofgem one quarter, no Scotland NEED region table). The Microcosm consumer plan for PolicyEngine/microcosm#890 now needs the gaps below closed before implementation starts, plus one new family for bus-use incidence. This is the single follow-up for all of them; each item is a facts-only package request in the #254 sense (preserve the artifact, emit publisher-stated facts with periods, units, geographies and dimensions; no derived shares, uprating, totals or consumer profiles).

Chronicle owns preserved publisher artifacts, source cells and emitted facts; target profiles, selectors, bindings, period and geography transformations, and calibration logic stay in Microcosm.

1. Ofgem energy price cap: full history, regions, payment methods, standing charges

• What landed: ofgem-energy-price-cap-q1-2024 — four GB-average direct-debit rates for 2024-Q1 from a news page.
• Requested: every cap period from 2024-Q1 to the current one (quarterly since 2023), electricity and gas unit rates (p/kWh) and standing charges (p/day), by the fourteen regional supply areas (plus the GB average) and by payment method (direct debit, standard credit, prepayment), from Ofgem's cap-level annex tables (the "energy price cap (default tariff) levels" publication and its annexes), https://www.ofgem.gov.uk/energy-price-cap.
• Closes: the consumer prices household energy at the base-year FY2024-25 average of the cap periods April 2024 to March 2025, regionally where published, and needs standing charges to carry a bill rather than a unit-rate-only spend. Period type quarter already exists.

2. Wales local bus finance

• What landed: welshgov-bus-statistics-2024-25 — passenger journeys only; the PSV release does not report fare revenue or public support.
• Requested: Welsh Government or StatsWales facts that do carry bus finance, whichever the publisher exposes: local-authority revenue outturn transport lines (concessionary fares reimbursement, local bus support), Welsh Government budget or grant allocations for the Bus Services Support Grant / Bus Network Grant, and any StatsWales transport revenue-expenditure table for local bus, fiscal years to 2024-25. Verify in-context which of these exists; Chronicle chooses the artifact.
• Closes: Wales's cell in the consumer's value-side partition and a Wales country-leg target, so the UK bus rows stop being signed out as "no publisher UK total".

3. Northern Ireland bus public support and concessionary reimbursement

• What landed: dfi-ni-public-transport-statistics-2024-25 — Translink journeys and passenger receipts by service; no concessionary reimbursement or public support series.
• Requested: DfI concessionary fares reimbursement and public support for bus services, fiscal years to 2024-25, from the DfI resource accounts or the Translink annual report and accounts (Chronicle decides whether a company report is an acceptable publisher artifact).
• Closes: the NI support cell and the NI country-leg target for bus_subsidy_spending.

4. Scottish Transport Statistics 2025 edition

• What landed: scotgov-bus-coach-statistics-2023-24 — FY2023-24 passenger revenue, support components and the CY2024 fare index.
• Requested: the 2025 edition of the bus and coach chapter if published (FY2024-25 passenger revenue, support components, fare index), so Scotland is not a year behind the England facts the consumer already binds at FY2024-25.
• Closes: the Scotland cell and country leg at the base-data year.

5. ONS Consumer Trends: consistent coicop dimension on the 07CN rows

• What landed: 04CN rows carry coicop = "04.5" as a dimension; 07CN rows carry no coicop key and the 07.2.2 / 07.3.2 split lives only in the measure concept.
• Requested: the same coicop dimension on the 07CN rows (07.2.2, 07.3.2) so consumers select by one constraint key across the sheets.

6. NTS frequency of use of local bus (new family, for bus-use incidence)

• Publisher: DfT National Travel Survey, frequency-of-use tables (the NTS0313 series, "frequency of use of different transport modes", England; https://www.gov.uk/government/statistical-data-sets/nts03-modal-comparisons), latest year 2024, and any published breakdown of local-bus frequency by region or area type (the NTS99 area-type series), age band and household income quintile.
• Facts: share of people by frequency band for local bus (at least three times a week; once or twice a week; less than weekly but more than twice a month; once or twice a month; less than monthly but more than twice a year; once or twice a year; less than once a year or never), with the publisher's bands preserved as dimension values.
• Closes: the consumer's bus-use incidence model. The LCFS two-week diary records bus spending for about 15% of households, whereas annual bus use is far wider; the consumer will calibrate the share of households with any bus spending to these facts, take-up style, before it rakes amounts to the BUS05i receipts already in the feed. Without an incidence fact the publisher receipts land on too few households.

Publisher-limited, not requested

• OBR fuel duty receipts by vehicle type end at 2028-29 (publisher horizon).
• The Scotland NEED workbook has no subnational region table.

Consumer follow-up

Microcosm implementation of #890 starts once these packages are in the feed (plan of record in the consumer repo: uk-890-implementation-plan.md); the consumer re-pins the artifact built from the merge commit and vendors the rows it needs from that pin.
