feat(visual): standardize multi-capture channel estimation layout and order panels by frequency

- update ChannelEstimation-Analysis-MIN_AVG_MAX to the newer dark-blue visual shell style
- add centered header row with optional Capture Time and optional Device Info support
- remove the top metadata box from the visual
- use whole-number frequency labels and thinner chart lines while preserving Chart.js 2 plotting behavior
- add Chart.js load guard for GitHub Pages/mkdocs preview reliability
- render per-channel result boxes in a 2-column grid (1-column fallback on narrow widths)
- sort per-channel panels and combined aligned datasets by frequency range (low to high), not channel ID order
- update CODING_AGENTS.md with dark-blue theme guidance and 2-column multi-channel panel layout rule
- regenerate visual docs/previews for ChannelEstimation-Analysis-MIN_AVG_MAX - 2026-02-23 09:39:13
