Develop unit test for ParamDB

These test should use a simplified test database, and check the proper functioning of:

• insert of .def files
• hierarchical search
  • base classes are retrieved properly
  • derived classes properly override bases classes on retrieval
• constrained search
  • searches are complete

@jschoate - pls let me know if people are still using this program, and these tests seem useful
