Allow event participants to display the badge artwork of any earned tier

The Events Team has received lots of feedback with regards to how we handle evergreen badge art. Initially, evergreen art featured with original event badge with a green border. However, many participants prefer unique badge art since evergreen badges usually require additional effort. We recently had a community poll to gauge interest from folks, but it isn't perfect since the people voting are largely people that already participate in events. What we did learn from it is that there is definitely a split between people who want the original badge art for evergreen and those who want new art. After some internal discussion, the ideal solution is to allow users to choose which badge to display if they have earned multiple tiers of an event. This has a few benefits:

• Evergreen events can grant two different badges, one with the original art + green border and another with unique art. Users could choose whichever they prefer
• Players can earn a higher tier of an event, even if they prefer the art of a lower tier. For example, players may go for Champion Tier for 2026, even though they prefer the Silver Tier art.
• This may also extend to the Quest system. The Quest RFC mentions that there may be multiple tiers of a quest. Users may want to continue earning achievements related to a quest, while also maintaining their preferred art.

In discussions with Wes, he suggested that the easiest way to implement this in the UI would be to put a user config right on the event page in the Event Tiers component. Users should only be able to select the artwork for a tier that they have earned. Perhaps users could click on the tier that they earned and have that badge display.
