ci: remove GitHub Actions workflow files

- Delete ci.yml workflow for build and verification pipeline
- Delete lint.yml workflow for Node.js linting and build checks
- Delete release.yml workflow for automated release management
- Consolidate CI/CD configuration as part of project infrastructure cleanup
