Add an FAQ

[Glittersup]

Problem. The predictable questions have no home: what if the sender runs out of funds, can a stream be paused, can terms change after creation, what if nobody withdraws, who pays fees, what if the recipient loses their key.

Acceptance criteria

• An FAQ answers at least those six questions.
• Answers link to the contract behaviour that justifies them.
