Establish a changelog

[Glittersup]

Problem. Nothing across the four repos records what changed when. A user who deployed against last month's contract cannot learn that three entry points were added and an event payload changed.

Acceptance criteria

• A cross-repo changelog exists here, or per-repo changelogs are linked from here.
• It covers changes since the initial commits.
