Probabilistic Outlooks for Precipitation, and Temperature (not sure how ranges can be handled for dss? )
I'm not sure on this - but I would think the source is in UTC.Here is where we store monthly total precipitation and air temperature (on the last day of the month at noon or 17 UTC). Probably for a UTC product maybe have it show at noon UTC on the last day of the month?

I'm also not sure about how the DSS naming would be- given the probability of exceedance. I had put a ticket in for POE to be added a a parameter (different than probability), to the HEC units.
