Connect admin puzzle submission UI to backend

The admin puzzle submission page in frontend/app/admin/puzzle-submission/page.jsx currently has a TODO stating 'Submit form to backend'. Add the necessary API endpoint and frontend submission flow so admin puzzle submissions are persisted.
