Running `villas-node` with OpenDSS support always creates `~/OpenDSS` folder

It seems like this folder is created if VILLASnode is compiled with support for the OpenDSS node type. Its creation doesn't need an OpenDSS node instance, just loading the OpenDSS shared library seems to trigger this.

Yes, I noticed this as well. OpenDSS is pretty annoying.. It creates the directory during loading of the shared library (.init).

I have no motivation to fix the OpenDSS code. Hence, I propose to disable it by default in CMake.
