On-paper (highlight) chats do not appear in the LLM chat history tab

Chats created on a paper (where you highlight text and ask about it in the paper) do not show up in the chat history in the LLM chat tab. There is no shared state between on-paper chats and the main chat's history.

Steps to reproduce

1. Open a paper.
2. Highlight some text and ask a question about it (on-paper chat).
3. Switch to the LLM chat tab.
4. Look at the chat history.

Expected behavior
The on-paper chats (the ones created by highlighting text and asking questions in the paper) should appear in the chat history in the LLM chat tab, since they are the same assistant conversation.

Actual behavior
The on-paper chats are missing from the chat history in the LLM chat tab — there is no shared state (chat history) across the two surfaces.

This applies to the chats where text is highlighted and asked about in the paper.

I was thinking maybe we could have the ability to fork them into the main chat tab in case we have an idea tangent that we intend to pursue beyond the context of the paper. Something like that ...
