Continuation Out filing: Attachment upload error (staff workflow)

Describe the bug in current situation

During the Continuation Out filing workflow, staff encountered an error when attempting to upload supporting documentation. The issue was observed during UAT when a multi-page document was uploaded as proof of continuation. The system errored on the upload. Further testing is required to determine whether the issue is specific to multi-page documents, document size, or another validation rule.

Impact of this bug
Staff users may be unable to upload required supporting documentation when processing a Continuation Out filing.
This could prevent completion of the filing workflow or require manual workarounds.

Steps to Reproduce

1. Log in as a Staff User.
2. Open a business eligible for Continuation Out processing.
3. Select Continue Out.
4. Complete the required Continuation Out details.
5. Navigate to the Supporting Documents section.
6. Click Add Document.
7. Select a scanned multi-page supporting document Example
8. Attempt to upload the document.
9. Observe the upload error or document rejection.

Expected behavior

• Given a staff user is processing a Continuation Out filing
• And the user has selected a valid supporting document
• When the user uploads the document
• Then the system should successfully upload and attach the document to the filing
• And the document should be available for review before filing completion
• And users should be able to upload valid multi-page supporting documents without receiving an error.

• Team discussion suggested the error may be related to how the system validates document format, page count, or file characteristics.
• No confirmed root cause identified during the session.
