6f_landau: Changed back the phi BC. It is now set by the phiSolver as it used to be.

-removed phi_boundary_relax I added in a previous commit.

Replaced output_error with BoutException

Rearranged the sheath BC. There is still an issue with Jpar; we apply BC after we set Sheath BC so it takes it from file.
