unknown hard error almost always means the windows app sdk runtime version doesn't match. a few things to try

• make sure you grabbed the exact runtime version https://aka.ms/windowsappsdk/2.0/2.0.1/windowsappruntimeinstall-x64.exe , not just any WindowsAppRuntimeInstall an older/newer one won't work
• reboot after installing the runtime as the installer sometimes needs it to register properly
