[Version: 3.13.4] Misleading message on download file not uploaded yet

Describe the bug
When I create an attachments record via POST request and try to download it before uploading the file through PUT request, the plugin throws error UnableToDownloadAttachmentScanStatusExpired, which is misleading.

To Reproduce

1. Create an attachment skipping the upload part
2. Try to download it.

Expected behavior
An error correctly informing the reason the download cannot proceed.

I have also reproduced the issue in latest (4.0.0) version.

Please give this some attention. Seems an easy fix.
