Subject: [PATCH] Wire the 4.x branch into Dependabot and Release Drafter

Dependabot reads its configuration only from the default branch, so the 4.x
entries have to live here rather than on 4.x; without an explicit target-branch
the existing entries covered master alone.

Release Drafter now takes an explicit per-line config so the two branches draft
separate releases: master versions as 5.x, 4.x as 4.x, each filtered by
commitish. Both configs are kept here as well as on their own branch, matching
plexus-xml.
