Add plugin to create/enforce versions in projects using package imports (maven-bundle-plugin)

To facilitate maintenance of modules which generate OSGi bundles we need to enforce/generate versions (version ranges) in modules which use maven-bundle-plugin and <Import-Package> with * imports.
