TCO in StaticOptimizer

I think it's possible to do TCO in StaticOptimizer and does not need the tailstrict.

Eg:

local sum = function(n, acc=0)
    if n == 0 then
      acc
    else
      sum(n - 1, acc + n); 

sum(100000) 

should work without tailstrict

It would be quite challenging to do that, but I would love to build some kind of framework do achieve that. Another example would be optimizing std.foldl calls. Most of our users are using it to build object comprehensions that support +:/override existing keys.

It might be easier just to introduce new native libraries though.
