opentofu and terraform.withPackages support in terra blocktype

What is the best way to try to support a different terraform package (opentofu, pinned terraform, terraform.withPackages....) in terra blocktype?

If you want it configurable, I'd be open to it.

If the CLI is API-compatible, you might get away with aliasing the package used.

Now terranix have a wrapper in flake-modules: https://github.com/terranix/terranix/blob/9d2370279d595be9e728b68d29ff0b546d88e619/flake-module.nix#L116 so maybe will be better to integrate upstream. Its in my radar.

Would you consider accepting passthru.terraPackage from the target into the blockType?

It might also be worthwhile to support passthru.stateRepo, by removing its definition from cellBlocks and instead applying it to each individual Terra target.

This approach makes sense to me, as it would allow reusing the same Terra blockType (without duplicating it across cellBlocks) while still enabling different state repos and explicit provider dependencies per instance.
