Modify pre-release so that we don't have to change the actions

Each repository has a separate deploy-pre-release.yml file for that specific process. The current requires a user to change the file rather than allow it to push.

We need to change the if condition for pushing to pypi so that it's only available for eclipse-volttron owner.
