Failure when uploading .ini file downloaded from an existing campaign

Uploads fail with

400 Bad Parameters:
Unknown error UnboundLocalError("local variable 'output_ancestor_depth' referenced before assignment")

The uploaded .ini file had this variable with assignment = 1 in two places:

• [campaign_defaults]
• [campaign_stage decode_reco1_reco2_caf]

No combination of their presence or absence made the problem go away except if both instances were removed
