fcli - fod - does not have ability to list users assigned to a particular app

Execute fcli fod access-control list-users lists all the users for a fod tenant.
If we want to list the users assigned to a particular app, there is no way to get this data.
Use case : For create/manage application of VS code Fortify code Security, we need this implementation to list the users for creating or updating an application or release
