Add a contributors guideline

To give new contributors a guideline how to contribute, a CONTRIBUTE.md file should be added to the repository, containing several hints on how to contribute, commit, etc.

The contributors guideline should include some documentation for coding standards and how to merge in fast-forward mode or in combination with PRs.
