Policy Test Record Saved to Disk with Custom Filename

When saving a record file, I can give the file a useful name so that it is easy to identify at a later date

Acceptance Criteria

• on stop a save popup dialog appears
• ability to set name and include a description of what the test is doing (note, the purpose of description is to be displayed to the user when a test fails so they understand what happened at a later date)
• metadata is saved to the record file
