Problem: contributors follow a stale PR size budget

Problem

A contributor using the /holdex-contributing command is told a PR "fits within 3-4 hours of work", while DEV-320 requires 1-2 hours. The command file predates the tightening merged on 15 July. Contributors following the command scope PRs at double the allowed size and get review pushback.

Importance: Medium - causes oversized PRs and rework
Urgency: High - actively misleading every time the command runs
Priority: P3

Solution

Update .claude/commands/holdex-contributing.md to 1-2 hours, citing DEV-320. Audit the rest of the file for other guidance superseded by the DEV rules.
