Bug Description

When a tab is already split, the Split action in the tab context menu remains enabled. This makes the UI appear state‑agnostic and suggests the action can be performed again even though the tab is already in a split layout.

Steps to Reproduce

1. Launch Storage Explorer -> Open a tab in storage explorer.
2. Right click the tab and click Split.
3. Observe that the tab is now split into two views.
4. Right click either tab again.
5. Check whether the Split action is disabled.

Actual Experience

The Split action remains enabled in the context menu.

Expected Experience

It would be clearer if the Split action is disabled once the tab is already split.

Verified this issue on the main build 20260719.1. Fixed. The split action is disabled once the tab is aleady split.

I'm pushing back on this issue, because expectations aren't clear.

@v-xianya What happens if you try to split an already split tab? Does it split again (create a new tab, and if so, which split, etc.)? Is the behavior confusing or nonintuitive? The UI is state agnostic, as far as splitting is concerned. We only disallow splitting if the target panel does not support it.

The Split action is available, but no new split tab is created when it is selected after the tab has already been split once.

I observe focus moves to the tab in the other split. This seems like reasonable behavior. I don't think we need to worry about disabling the command if a split has already been made. Trying to do so has already led to a regression (#9142).
