rsyslog configuration from ci-syslog-watcher.sh doesn't show error in ama pods

Hi,

For a kubernetes node which doesn't have rsyslog.service configured, configuring container insight syslog fails silently with the only tell in syslog like below:

Jul 30 06:21:14 <nodename> ci-syslog-watcher.sh[17668]: Restarting rsyslog
Jul 30 06:21:14 <nodename> systemctl[17673]: Failed to restart rsyslog.service: Unit rsyslog.service not found.

This is rare but consider a node with no rsyslogd service, this behavior can be failing silently catching no logs without explicit reason.
