Schema Compare failed to open scmp

• MSSQL Extension Version: 1.31.1
• VSCode Version: 1.99.0 (user setup)
• OS Version: Windows 11

Steps to Reproduce:

1. Right-click database project root node and choose "Schema Compare (Preview)"
2. From Schema Compare dialog, choose "Open .scmp file"
3. Receive error: "Failed to open scmp file: 'The specified file could not be opened as a schema comparison file. The file might be corrupt or it might refer to a target or source endpoint that is not of type database or dacpac or sqlproj. Only database endpoints, dacpac endpoints and sqlproj endpoints are supported. (Parameter 'scmpFilePath')'"

This .scmp file works fine in Visual Studio Pro 2022 with SSDT and I've used it for years.

After looking into this further, I believe the issue is related to the scmp file coming from a "classic" SSDT project and not the newer "SDK-style" project. Not sure if these older files are expected to work or not.
