Previous run completed successfully but posted nothing because the action defaults to inline-comment-only mode (
classify_inline_comments: true, no sticky). When the prompt asks for a top-level summary instead of inline tool calls, the action logs "No buffered inline comments" and the run is green-with-no-output.Setting
