same styles for hovering and active state in navigation bar

The hovering state and the active state has same style in the navigation bar, so some times it is confusing

I've noticed that the hover and active states in the navigation bar share the same styles, which can be confusing for users. I plan to update the CSS to give them distinct appearances, ensuring a clearer user experience. I'll also verify that the HTML structure supports these changes. Could you please assign this issue to me?

Note that the needed change may be in our napari-sphinx-theme repo, where we maintain our custom theming code.
