Repository readiness stack

Define a repository readiness stack for GeoSync.

Required outcome: a PR that adds docs and a verifier script.

Minimum deliverables:

• docs/PRODUCTION_READINESS_STACK.md
• docs/RELEASE_VERDICT_PROTOCOL.md
• scripts/verify_production_readiness.py
• results/production_readiness/READINESS_SUMMARY.json
• results/production_readiness/RELEASE_VERDICT.md

Rule: every readiness claim needs a check, a command, an artifact, and a verdict.

Sources to use: 2026 agentic software engineering research, Google SRE, NIST AI RMF, supply-chain provenance, OpenSSF Scorecard, CodeQL, and existing GeoSync gates.

Do not promote repository readiness from documentation alone.

Create a PR titled: Add evidence-gated repository readiness verifier.

Required work:

• Add docs/PRODUCTION_READINESS_STACK.md.
• Add docs/RELEASE_VERDICT_PROTOCOL.md.
• Add scripts/verify_production_readiness.py.
• Generate results/production_readiness/READINESS_SUMMARY.json.
• Generate results/production_readiness/RELEASE_VERDICT.md.

Verifier contract:

• Each readiness claim must have: claim id, scope, check command, expected artifact, artifact hash, commit SHA, and verdict.
• Verdict values: PASS, FAIL, BLOCKED.
• Missing evidence must produce BLOCKED or FAIL, never PASS.
• Documentation alone must never promote readiness.
• Output must be deterministic for the same repository state.

Minimum checks to model:

• tests
• lint
• type checking
• import architecture
• security scan placeholder
• dependency audit placeholder
• release artifact presence
• claim boundary
• commit acceptor presence

Do not expand product claims. Do not rewrite unrelated modules. Keep the PR small, executable, and evidence-oriented.
