Create FAQ Document

The content under OSC Questionnaire in Architecture should be moved to /faq/faq.md.

Any additional appropriate questions should be added.

On osc.org/documentation, a menu link needs to be created to access the FAQ: opensecuritycontroller.org/documentation/faq/faq/.
