Purposes:

• List the plugin in Jenkins organization
• Avoid the creation of plugins with a related functionality (e.g. https://groups.google.com/forum/#!msg/jenkinsci-dev/WkGLHxcTrCQ/lEtxelDbn_IJ)
• Add notes regarding the external hosting and bugtrackers
