Hi,

We reviewed the OCI CLI installation failure. The issue appears to occur during the pip install oci_cli step, when the installer is unpacking OCI CLI version 3.89.0.

The failure is caused by a very long file path inside the OCI CLI package:

oci_cli\help_text_producer\data_files\text\cmdref\database-management\managed-database\enable-external-container-database-management-feature-external-database-diagnostics-and-management-feature-details.txt

On Windows, this can trigger a path-length limitation and cause the installer to fail with:

ERROR: Could not install packages due to an OSError: [Errno 2] No such file or directory

The Python registry warning shown earlier in the log does not appear to be the cause of the failure, because the installer successfully found and used Python 3.8.5 before failing later during the OCI CLI package installation.

Recommended workaround:

Run PowerShell as Administrator.
Reinstall OCI CLI using a shorter installation path, for example:
Install directory: C:\oci
Executable directory: C:\oci-bin
Scripts directory: C:\oci-scripts
After installation, open a new PowerShell window and verify with:

oci --version

If the issue continues, enable Windows long-path support, reboot the machine, clean up the previous partial installation, and retry the installation using the shorter path.

As an additional temporary workaround, OCI CLI can be installed by pinning to the previous version, for example oci-cli==3.88.0, until the packaging/path-length issue in the latest version is resolved.
